Kind of, but it doesn’t work the same way that a slot machine RNG (random number generator) works. Virtual table games (blackjack, video poker, roulette, craps, etc.) must play out exactly the same way that the physical table game version plays out. Meaning, the cards must be shuffled randomly (no stacking the deck), the roulette ball must pick a random number on the reel, and the dice must be thrown randomly (which is why virtual craps games usually have a visible set of dice in the middle. However, the casino can still set a payback % on these machines. Even though the results are random, the payback to the player can be adjusted down from the table game variant. Example, if you land a single number on a roulette wheel, it pays 36 to 1. However, on a virtual roulette game, they could adjust the payback % down to which the payout would be 32 to 1. On blackjack, they might limit certain “side actions”, such as splitting, doubling down, or only paying 3 to 2 on blackjack.
